$547 Million Available in Fire Fighter Grants
Advanced Disaster Management Simulator Eligible for DHS Funding

Southampton, PA February 28, 2007 Environmental Tectonics Corporation (AMEX:ETC) announces the Assistance to Firefighters Grant Program (AFG) will open for application acceptance March 5, 2007. The AFG program can provide funding to obtain the Advanced Disaster Management Simulator (ADMS) either by purchase or through ADMS Training Services. AFG eligible applicants are Fire Departments and nonaffiliated EMS organizations. ETC is now offering grant writing assistance to help prepare applications.
ADMS is an interactive virtual reality-based team training system that provides emergency responders an opportunity to develop skills in the four C’s: Command, Control, Coordination and Communication.

ADMS is a complete, realistic and immersive training stage that equals the value of live training and even goes beyond. ADMS uniquely features the capability of full, in- depth debriefing and replay, enabling effective learning results. By presenting engaging, real-world environments, ADMS enables response and rescue personnel to perform and enhance team and individual skill sets. Training with ADMS saves lives and mitigates damage.

Expert facilitators can set up any realistic and real-world incident and disaster using our vast library of numerous incidents and disasters. Threats are natural and man-made and include fires in hotels, residences, malls, tank farms, ships and forests, terrorist acts, aircraft accidents, hazardous material spills, CBRNE, multi-vehicle road accidents and industrial mishaps. Realistic 3D visuals and audio create a truly immersive, chaotic and stressful environment. All ADMS training exercises are customized to match specific training objectives, local procedures, facilities, assets and personnel. ADMS adheres to the National Response Plan (NRP) and trains to the National Incident Management System (NIMS) standards for incident management protocols and procedures for effective collaboration between federal, state and local response teams at all levels of NIMS response requirements, from management and control to all the on-scene requirements. ADMS is the best tool for preparing for real emergency situations.

FY2007 Assistance to Firefighter Grant Program

The purpose of the AFG program is to award one-year grants directly to fire departments and nonaffiliated emergency medical services (EMS) organizations in order to enhance their abilities with respect to fire and fire-related hazards and meet their fire fighting and emergency response needs. This program seeks to support organizations that lack the tools and resources necessary to more effectively protect the health and safety of the public and their emergency response personnel with respect to fire and all other hazards. A change to this year's AFG is that applicants may now submit applications for each of the two program areas listed below. All applicants may also submit a Regional Application, using a separate application (for a total of three).

1. Operations and Firefighter Safety Program Area. Eligible activities for fire departments under this program area are limited to training, equipment, personal protective equipment, wellness and fitness, and modifications to fire stations and facilities. Requests for equipment, personal protective equipment, and training to prepare for response to incidents involving chemical, biological, radiological, nuclear or explosive agents (CBRNE) are eligible under the appropriate activities in this program area. ADMS is available under this program.

2. Fire Fighting Vehicle Acquisition Program Area. Eligible apparatus available to fire departments under this program area include, but are not limited to, pumpers, brush trucks, tankers/tenders, rescue vehicles, ambulances, quints, aerials, foam units, and fireboats.
